Just tried to do the picture like in the anime scene, very fun to coloring by just only 1 cell shading level!
And just you adding the subtitle, it's very looks like the real awww XDD *kicked*
But me totally love the way it came out btw! ^ ^
Ah, and this two characters are both blacksmiths as the story me and my group designed. That one is walrus elder blacksmith and the near one who you see just only arm and a leg is penguin junior blacksmith who going to show the sword he made to his elder! :3

I love how the elder walrus is all serious and at the same time, looks like challenging about that sword and with low expectations about the penguin's sword.
The snow adds a lot of ambient mood, like a fight is about to start or some tense moment is coming *w*
So~ Just one cell-shading layer? I can see that very well~
But what I like a lot here is how you did the snow moving, it's awesome with a blurry effect. Tell me, how did you do that? ;v;
And the subtitle was the cherry of the cake, making it look like a real screen shot. Please, tell me, how did you add those subtitles? I want to try adding some in a future picture ^O^

yeah, it's cell shading just a one layer and then put some atmosphere. :3
for the snowing, I didn't do anything special, it's just a pure brushing. without any line. so it some kind of blur effect by automatically. ^ ^

For subtitles, it's just a simply Text tool with layer style 'stroke' which will make the text outstanding from background.
